virtual_list: Fix VirtualList by measure item to get correct content_size to avoid scroll overflow. (#1388) 
- Fixed VirtualList example the horizontal scrollbar not appear.
- Fixed VirtualList example scroll slow, this because not call
`self.scroll_handle.set_offset` to update.

virtual_list: Fix VirtualList to limit only allow 1 direction scrollable. (#1386) 
It should only allow to scroll in one direction.

For example, when `axis` is `vertical`, the horizontal should not able
to scroll.
