b9800b52b7 Add new PlugMethodAttributes: 
*RequiresPlug - Indicates that method requires a plug, and  throws a compiler exception if none exists.

*PlugNotImplemented - Method is plugged, but throws a compiler error if plug is not implemented correctly.
