feat(resolver): implement tsconfig-paths (#750) 
This PR includes 3 core functinalies of tsconfig-paths:

* matching tsconfig.compilerOptions.paths
* use tsconfig.compilerOptions.baseUrl
* extend tsconfig with tsconfig.extends

This PR does not include tsconfig.references
