fix(semantic/jsdoc): Skip parsing @ inside of backticks (#3017) 
This PR aims to support these cases.

````js
/**
 * This is normal comment, `@xxx` should not parsed as tag.
 *
 * @example ```ts
    // @comment
    @decoratorInComment
    class Foo { }
   ```
 */
````

Only `@example` should be parsed as tag.
