fix(vscode)!: use .oxlintrc.json as default value for oxc.configPath (#7442) 
**BREAKING CHANGE**: VSCode-Client does not watch for `eslint`
configuration files. Default value for `oxc.configPath` is now
`.oxlintrc.json` instead of `.eslintrc`
