fix(allocator): statically prevent memory leaks in allocator ( #8570 )

Prevent memory leaks by statically preventing `Drop` types from being allocated in the arena.
Attempting to allocate any `Drop` type in the arena now produces a compilation failure.
The stabilization of `const {}` blocks in Rust 1.79.0 gave the mechanism required to enforce this at compile time without a mess of generics and traits, and in a way which should not hurt compile times (and zero runtime cost).
This PR is what discovered `CompactString`s being stored in arena in the mangler (fixed in #8557 ).
Note: The compilation failure occurs in `cargo build` not `cargo check`. So unfortunately errors don't appear in Rust Analyser, only when you run `cargo build`. From what I've read, stable Rust does not offer any solution to this at present. But the errors are reasonably clear what the problem is, and point to the line where it occurs.

refactor(allocator)!: Allocator do not deref to bumpalo::Bump ( #8569 )

Do not expose that our arena allocator is based on Bumpalo, by removing `Deref` and `DerefMut` impls. Instead implement the methods we use on `Allocator` itself.
That our allocator is based on Bumpalo is now an internal implementation detail. This will allow us to replace the allocator in future, and enables statically preventing `Drop` types from being stored in the arena (next PR in this stack).
I've intentionally only implemented a small subset of `Bump`'s methods - only `alloc`, `alloc_str`, and `reset`. This will make it simpler to implement a new allocator in future, without having to cover all of bumpalo's large API surface. In the meantime, if it turns out we need additional methods, it will be simple to add them, by just delegating to that method on `Bump`.

Wrap `bumpalo::collections::String` in a new type instead of exporting it directly. This opens the door to:
1. Replacing it with our own `String` type which wraps our `Vec` type, rather than having 2 different implementations of `Vec` (`String` is just a wrapper around `Vec`, but a *different* `Vec` implementation).
2. Adding additional methods to `String` (`String::from_utf8` added in this PR).

Add `HashMap` type to `oxc_allocator`. `HashMap` is a thin wrapper around `hashbrown::HashMap`, which allocates in the arena. The inner map is wrapped in `ManuallyDrop`, so `HashMap` is non-`Drop` (same as `oxc_allocator::Vec`).
We use `FxHasher` for all hash maps, so I figured just make that part of the type, rather than having to specify the hasher everywhere we use `HashMap`.

Implement `IntoIterator` for `&mut Vec` like `std::vec::Vec` does. This allows shorter and more idiomatic syntax.
Before:

fix(allocator): fix lifetimes on IntoIterator for Vec ( #8388 )

Lifetime on our impl of `IntoIterator` for `&Vec` was wrong.
Previously:
```rs
impl<'alloc, T> IntoIterator for &'alloc Vec<'alloc, T> {
type IntoIter = std::slice::Iter<'alloc, T>;
type Item = &'alloc T;
fn into_iter(self) -> Self::IntoIter { self.0.iter() }
}
```
This means that the iterator borrows the `Vec` for the lifetime of the allocator, which is way too long. It should only borrow it for the lifetime of the reference `&Vec`. Insisting we borrow the `Vec` for so long to iterate over it was unnecessarily restrictive.
Instead:
```rs
impl<'i, T> IntoIterator for &'i Vec<'_, T> {
type IntoIter = std::slice::Iter<'i, T>;
type Item = &'i T;
fn into_iter(self) -> Self::IntoIter { self.0.iter() }
}
```
This matches the lifetimes on [`allocator_api2::vec::Vec`'s implementation](63cd7fcc2f/src/stable/vec/mod.rs (L2682-L2690)

Bumpalo has a method `String::from_utf8_unchecked` to covert a `Vec<u8>` to a `String`. But we can't use it because we use Bumpalo's `String` as our arena string type, but allocator_api2's `Vec` as our arena vec.
Provide the same functionality, that works around this incompatibility. Also use the faster `simdutf8` for checking that `Vec` contains a valid UTF-8 string.

Because we lack specialization in stable Rust, `Vec::from_iter_in` is unable to take advantage of the fact that `[T; N]` has a statically knowable size.
Introduce `Vec::from_array_in` for this case, which should be able to create the `Vec` with a single static-sized memcpy, or may allow the compiler to see that it can construct the array directly in the arena, rather than construct on stack and then copy to the arena.
Also add a corresponding `AstBuilder::vec_from_array` method, and use it in various places in codebase.

fix(allocator)!: make Vec non-drop ( #6623 )

`oxc_allocator::Vec` is intended for storing AST types in the arena. `Vec` is intended to be non-drop, because all AST types are non-drop. If they were not, it would be a memory leak, because those types will not have `drop` called on them when the allocator is dropped.
However, `oxc_allocator::Vec` is currently a wrapper around `allocator_api2::vec::Vec`, which *is* drop. That unintentionally makes `oxc_allocator::Vec` drop too.
This PR fixes this by wrapping the inner `allocator_api2::vec::Vec` in `ManuallyDrop`. This makes `oxc_allocator::Vec` non-drop.
The wider consequence of this change is that the compiler is now able to see that loads of other types which contain `oxc_allocator::Vec` are also non-drop. Once it can prove that, it can remove a load of code which handles dropping these types in the event of a panic. This probably also then allows it to make many further optimizations on that simplified code.
Strictly speaking, this PR is a breaking change. If `oxc_allocator::Vec` is abused to store drop types, then in some circumstances this change could produce a memory leak where there was none before. However, we've always been clear that only non-drop types should be stored in the arena, so such usage was always a bug.
#6622 fixes the only place in Oxc where we mistakenly stored non-drop types in `Vec`.
The change to `oxc_prettier` is because compiler can now deduce that `Doc` is non-drop, which causes clippy to raise a warning about using `then` instead of `then_some`.
As follow-up, we should:
1. Wrap other `allocator_api2` types (e.g. `IntoIter`) in `ManuallyDrop` too, so compiler can prove they are non-drop too (or reimplement `Vec` ourselves - #6488 ).
2. Introduce static checks to prevent non-drop types being used in `Box` and `Vec`, to make memory leaks impossible, and detect them at compile time.

`impl<'alloc, T> ops::Index<usize> for &'alloc Vec<'alloc, T>` is unnecessary, as we already have `impl<'alloc, T> ops::Index<usize> for Vec<'alloc, T>`, whose `index` method takes a `&self`.
