Expose setDiagnosticsOptions in monaco-yaml
This removes the need to explain certain statements and imports need to
happen in a specific order. Users can now just use:

```ts
import { setDiagnosticsOptions } from 'monaco-yaml';

setDiagnosticsOptions({});
```
