Win32/Mingw32 version of cdrtools (cdrecord, mkisofs, readcd, cdda2wav)

and without cygwin1.dll

NOTE:
This version of cdrtools is an inofficial (modified) release of cdrtools
and thus may have bugs that are not present in the original version.
Please send bug reports and support requests to cdrtools@bootcd.ru.
The original author should not be bothered with problems of this version.

Differences with original Win32/Cygwin32 version:

all tools:

- cygwin1.dll is not required

- In addition to the configuration file /etc/default/cdrecord
  the configuration file cdrecord.ini (in cdrtools directory) can be used
  
- More readable messages, e.g.:

  cdrecord: I/O error.

  instead of:

  /cygdrive/c/cdrtools-2.01/cdrecord/OBJ/i686-mingw32_nt-gcc/cdrecord: I/O error.

mkisofs:

- New option:

  -duplicates-once	Optimize storage by encoding duplicate files once

- New option:

  -force-uppercase	Do not allow lower case characters

  Hint: Use 'mkisofs -iso-level 4 -force-uppercase' to create BartPE (WinPE) ISOs

- Option -cache-inodes is ignored (Windows has no inodes)

- Option -follow-links is ignored (Windows has no symlinks)

- Option -rock have same effect as option -rational-rock

- The current ANSI codepage will be used as -input-charset by default.
  In a case if the current ANSI codepage is not supported by cdrtools,
  iso8859-1 (is similar to cp1252) will be used

- The current OEM codepage will be used as -output-charset by default.
  In a case if the current OEM codepage is not supported by cdrtools,
  cp437 will be used

cdda2wav:

- Option -echo now works
